UU No 15 Year 2005 (Teachers and Lectures Certification Bill)

Education is one of the important pillars in every country, include Indonesia. Based on some surveys the quality of Indonesian education is low. The survey by Political and Economic Risk (PERC) shows that the quality of Indonesian education is 12^th from 12 countries in Asia. Even worse Indonesia is lower than Vietnam.  The survey 2007 World Competitiveness Year Book showed that from 55 countries Indonesian education rank was 53^rd.

The effect of the lowness of Indonesian education quality indirectly influences the others aspects of Indonesian country. For example Indonesian human resource is very low. It is stated on research result by Ciputra, the number of entrepreneurs in is Indonesia only 0, 18 % from the total of Indonesian people. In fact to be developed country we need 2% entrepreneurs from the total of the people. Human Development Index (HDI) of Indonesia based on UNDP from 177 countries, Indonesian’s rank is 107^th with index 0,728.

For the sake of education quality Indonesian government makes bills on education to develop the quality of education. One of the bills is UU No 15 Year 2005 (Teachers and Lectures Certification Bill). The bill stipulates about extra fund for the teachers and lectures. The government states that to develop the education we need to increase the teachers’ and lecture’ welfares so they will be more professional.

It is very good consideration to increase teachers’ and lectures’ welfare. So far we know them as heroes without honors. But in my opinion it is not effective. The background of the bill is to develop the quality of education and to increase the teachers’ and lectures’ welfare but the mechanism and the operational of the bill is contradictive.

The fund is not given easily. They have to fulfill some port polios as the requisite to get the fund. When they have to fulfill all of the requisites they have to neglect their students because it needs a long process. When they do not pass the first certification they have to join PPLG seminar to get the certificate. When the welfares of a few teachers or lectures are increased the students are sacrificed. In addition, there is no guarantee that the certificated teachers and lectures can develop education quality. The requisites do not include about the success of the teachers or lectures on teaching. The purpose to develop education quality failed in this case.

The bill is not fair for the teachers. One of the requisites is they have to at least graduated of S1 or D IV. For the teachers of Junior and Senior High Schools it is not a problem because they have already got S1 or D IV title before the bill is launched. But for the teachers of kindergartens and elementary schools it is very hard. Most of them are graduated from Senior High School, D I, II, III. To get the certificate they have to continue their study first. Many teachers who dedicate their life for education for more than ten years will not get the extra fund if they do not pass the certification. The purpose to increase their welfares but the government bothers them in fact. Besides there is no guarantee that the higher level of their education gives higher merits on education.

If government really cares about the education, they do not need to bother the teachers and the lectures to fulfill all of the requisites. In my opinion the requisites guarantee nothing to the quality both of education and their merits. It will be much better if government automatically increase the salary of the teachers and lectures without bothering them with the requisites if the government really cares about their welfares. Like the salary of the members of DPR is increased with the reason to prevent them to corrupt without any requisite. The quality of education can be developed with good curriculum and more scholarship. In short the government has to give more funds for education or minimum is 20% from APBN.
